If that pin is left to float or is strapped high, the processor will work in 3X mode. you need to look at the state of B13 at the falling edge of RESET. that will tell you how the processor will be configured for operation. If you want it to operate in 2X mode, B13 will need to be low when the processor comes out of RESET. It is true that there may be some devices that fail at 3X-100, but will work at 3X-75, 2X-80, 2X-66. I hope that will help.
